A policy paper is a succinct paper that presents alternatives to existing policy accompanied by a set of evidence-based recommendations as to which alternative might be preferable in the given context.  It is a presentation of new policy proposals designed to change current laws, and a persuasive argument in support or against the proposed legislative changes. 
Policy papers are NOT academic research papers.  They are persuasive writing intent on changing the reader’s opinion on a policy topic.  They are not simply presenting information about the topic.  They should be direct, succinct, evidence-based, and compelling.
