Option C: Policy Paper
Something that we sometimes can do (and always have the
responsibility to do) as social workers is to engage in change strategies
regarding policy decision-making. When we think of a “policy issue” we often
assume policy refers to formal legislation (which it can), however, a school’s
process for dealing with student absenteeism, or a hospital’s discharge
planning process are also examples of policy issues. Position papers on
specific social issues often come from front-line service agencies as these organizations
are best positioned to see the daily impacts policy decisions have on the
people they serve. These positions or policy papers can have a significant
impact on enacting change at a policy and/or legislative level. Policy papers
are essentially a call to action aimed at decision-makers. This call to action
must be backed up by relevant data but a policy paper is NOT a research paper –
your objective is not to gather and/or analyze data. Any data you use needs to
relate to and support your recommendation for a specific course of action.
Choosing this option, you will produce a policy paper based
on a policy issue relevant to the client you interviewed. Your policy paper
should be clearly and concisely written and include the following sections: 1)
Introduction, 2) Problem Description, 3) Policy Alternatives (Options) and
probable outcomes, and 4) Recommendations. The policy paper should be
approximately 8-10 pages double spaced (excluding references and appendices).
Relevant Course Material – You will draw on readings from
the Intervention classes. You will be required to do some independent research
for this option to support your policy position.
